Preheat your oven to 400°F (200°C) and line a baking sheet with parchment paper.
In a large bowl, mix the steamed chopped broccoli, cheddar cheese, Parmesan, breadcrumbs, eggs, garlic powder, onion powder, salt, and pepper.
Scoop out a tablespoon of mixture and roll into balls. If it’s sticky, wet your hands slightly.
Roll each ball in extra breadcrumbs to coat and place them on the prepared baking sheet.
Lightly spray each ball with olive oil spray.
Bake for 22–25 minutes until golden brown and crisp on the outside.
Serve warm with your favorite dipping sauce or on their own—they hold up either way.
